Gaming Commission

The purpose of the Choctaw Nation Gaming Commission (CNGC) is regulatory, not managerial. The Commission conducts oversight to ensure compliance with Tribal, Federal, and State laws and regulations. The Commission serves as the licensing authority for individuals employed in the Gaming Operation and shall administer background investigations as part of the licensing process. The Commission also has a role in monitoring compliance with the internal controls for the Gaming Operation and in tracking revenues. Vendors conducting business with the Choctaw Casinos are licensed by the Choctaw Nation Gaming Commission after meeting certain standards as stated in the Tribal-State Compact. In order to carry out its regulatory duties, the Commission has unrestricted access to all areas of the Gaming Operation and to all records. The Commission has authority to take enforcement actions, including suspension or revocation of an individual gaming license when appropriate.

Casino Associates

A key associate is given a temporary (blue) gaming license when they complete their gaming license application and before they report to work. By law, the Choctaw Nation Gaming Commission has 60 days to complete an employee investigation and submit their findings to the NIGC for concurrence. It is the associate’s responsibility to return all necessary information to the Choctaw Nation Gaming Commission immediately upon request in order for their investigation to be completed in a timely manner. Once the NIGC concurs with the issuance of a gaming license, the employee will be issued a permanent (white) gaming license that is valid for two years. It is also the associate’s responsibility to:

  • Report any new criminal charges to the Gaming Commission while employed
  • Ensure that their Gaming License is updated with the correct last name, job title and department

Employee’s Gaming License may be suspended for the following reasons:

  • They have an outstanding warrant for their arrest
  • They failed to turn in the necessary paperwork to complete their background investigation
  • They have new criminal charges
  • They are under criminal or internal investigation
  • They fail to pick up their updated gaming license

Vendors

Game play by gaming machine vendors is prohibited on devices owned/operated by their company or at their assigned work locations. At no time will a vendor associate be permitted to play a gaming machine or table game while wearing apparel displaying their company logo or brand. Vendor associates are not permitted to play Wide Area Progressive machines or be a member of Choctaw Casinos Rewards Club. Vendors are prohibited from all promotions at any casino, owned or operated by the Choctaw Nation of Oklahoma.

The National Indian Gaming Commission (NIGC) was created in 1988, when Congress enacted the Indian Gaming Regulatory Act (IGRA).

The primary mission of the NIGC is to regulate gaming activities on Indian lands for the purposes of shielding Indian tribes from organized crime and other corrupting influences; ensuring that Indian tribes are the primary beneficiaries of gaming revenues; and assuring that gaming is conducted fairly and honestly by both operators and players.

Contact the Choctaw Gaming Commission Office to check the status of your background investigation and see if additional information is needed. The Licensing Agent may need to grant a 30 day extension depending on the circumstances.

  • Light Blue: Issued to a key employee temporarily while their background investigation is being conducted. A Temporary license expires 90 days from the date issued.
  • Yellow: Issued to a staff (non cash handling) employee. Staff licenses do not expire.
  • White: Issued to a key employee once their background investigation is completed and they are deemed suitable for a gaming license by the Choctaw Gaming Commissioner and the NIGC. A key gaming license must be renewed every two (2) years.
  • Red: Issued to employees of the Choctaw Gaming Commission.
  • Pink: Issued to employees, officers, owners, etc. of gaming related vendors.
  • Dark Blue: Permit issued to employees of non-gaming related vendors including vendors who lease areas in the Casino.

Unfortunately, we absolutely do not lift or shorten a self ban. We take the issue of problem gambling very seriously and we do not feel like we can allow people to go back and forth or change their minds. Please consider this before completing and submitting the paperwork. If a banned patron wins a jackpot the winnings are donated to a federally recognized non-profit organization.
