Billy was born October 12, 1941 in Talihina. He died March 8, 1995 at Fort Smith, Arkansas. He lived in Bryan County most of his life and worked at Texoma Printing. Billy was a member of Sulphur Springs Methodist Church and served in the Air Force.

On November 19, 1966 he married Nelda Lee Hendrick in Bokchito. She was his ex-wife.

Preceding him in death were his father, DeWitt Billy, Sr. in 1962; mother Rosa Mabel James Billy on December 16, 1992 and brothers, Charles Billy in 1992 and Herman Lee Billy in 1957.

Survivors include son, Tommy Billy of Durant; daughter, Christine Jones of Durant; brother, Virgil James of Bokchito; sister, Delores Hurst of DeSoto, Texas; one grandchild; and several nieces and nephews.

Burial was in Sulphur Springs Cemetery. Pallbearers were Dock Dill, Jimmy Dill, Junior Dill, Ron Washer, Dick Polk, Charles Robinson and George Crawford.
