you must be directly descended from an original enrollee.

this statement is in the faqs on the CDIB and Tribal Membership department:
You must complete a CDIB application and include all birth and/or death certicates on
each person in your lineage back to the original enrollee.

in your case, the person who might have been eligible to enroll in your direct lineage did not apply. jeremiah folsom and mary nail folsom did not apply for enrollment: on of their daughters did.

Dawes Card Information

tribe last first middle age sex blood card roll misc type
Choctaw Folsom Jeremiah 0 M 385 P
Choctaw Folsom Mary Ann 0 F 385 P
Choctaw Robinson Emeline E 58 F 1/2 385 743 DURANT BB

p=parent

this is a two step process. you have to get a CDIB card from the bureau of indian affairs and you would not be able to get the card because there was no direct ancestor that applied for enrollment in a tribe. after you get a CDIB card, and if you qualify for the choctaw tribe in oklahoma, then you can apply and be enrolled in the choctaw tribe of oklahoma. so the difficulty is with the first step, before you apply to any specific tribe.

Malinda Fulsome
Birth 4 June 1822 in Missouri, United States
Death 19 Dec 1883 in Coquille, Coos, Oregon, USA

she apparently lived in MO in 1880. did any of her children move to indian territory/oklahoma and apply for enrollment?

it appears that her children or her grandchildren could have applied for enrollment, if they were living in indian territory 1896-1906. so, in your direct line, did any of the children apply for enrollment in any tribe?
